Operational schemes of Directorate of Handlooms and Sericulture
To strengthen the economic condition of handloom weavers, to provide them more employment opportunities and according to the market demand, they are given working capital by purchasing yarn and manufacturing clothes. The benefit of this is also available to the eligible Pati loom holder Kabal weavers and the amount is given directly into the bank account of the beneficiary handloom weavers, which will increase the employment and income of the weavers.

Handloom weavers of the state can sell their product smoothly in Handloom Haat and there should not be short of capital. Keeping this in mind, it is planned to pay 25% of the value of the clothes supplied by them for sale in handloom haat which will help the weavers in marketing.
Waiver of the original loan amount of the weavers is done for financial help in the form of waiver of the outstanding loan amount of various banks to the weavers (handloom and powerloom) of the handloom sector. Handloom and powerloom weavers get its benefit and the amount is given directly into the bank account of the beneficiary handloom and powerloom weavers. This will increase the employment and income of the weavers.
About 29,000 powerlooms are functioning in the state. It went on intensely. Electricity loom is working in Bhagalpur, Banka as well as in Nalanda, West Champaran and Patna. This scheme is uniformly applicable throughout the state with effect from 01.10.2006. Under which, from 01.02.2014, electricity subsidy on electricity consumption on textile production on powerloom has been fixed at Rs. 1.50 (one rupee fifty paise) per unit to Rs. 3.00 per unit and Rs. 3.00 per unit in the electricity bill itself. The rate is discounted.Instead of reimbursement of grant amount to the powerloom weavers, the grant amount is made available directly to Bihar State Power (Holding) Company Ltd., Patna. Power distribution company to the powerloom weavers who consume electricity to weave clothes on the power loom. Bills are provided to them at subsidized rate of Rs.3.00 per unit.
